Added new toggle "Ignore suppressed findings"
Description
New toggle in the scheduled alert menu to ignore suppressed findings for alerts. Implementation analogous to the implementation of the "Skip publish if unchanged" toggle. Altered the documentation in the dependency-track repo.

Adrressed enhancement #1374 .
Additional Details
Used GithubCopilot and ChatGPT for understanding existing codebase and adding translations.
