Ok, the situation appears to be this so far. 1. the .dodsrc code is broken on netcdf 4.6.0, so basically there is no way to access a password protected dataset...
I still have not solved this for ubuntu 20. If you are in a position to do so, you might try to download and build the current netcdf-c github master.
Sorry, we can never seem to find the time to fix this. But it is still in our to-do list.
Such a fix would be welcome, and I can certainly help with it. There used to be documentation of the HTTP system including authorization. It seems to have gotten lost...

What shell are you using? e.g. windows cmd, window powershell, ?
Did you by any chance try the filter tests with 1.12? That is a likely source of problems.
