Towny events

Hi, I'm working on a project that would benefit from a couple towny events I had in mind. A town create event would be nice since I'm trying to have a town automatically join a nation depending on their permission group. Would it also be possible to have a on player joins town event that could be cancelled? That would be useful too. Thanks!
