Ensure celery starts after server reboot
I make it that Liz Hind is the first one to have fallen out of the search: https://candidates.democracyclub.org.uk/person/49217 and then everyone after.

Celery still isn't starting cleanly after restart. This is fixed for now, but I'll leave the issue open.
It is calorie neutral though, so that's a win.
