Resolve ambiguity in photo copyright terms, improper use, and inconsistent permissions

The copyright options on the photo upload page are unsatisfactory. We need options which cover all scenarios, (including occasions when a candidate wants a photo removed after the election?).

Suggestions by JF & ML in this doc.

Additional option suggestion: I've seen people submit photos from Wikipedia/Wikimedia, which tend to be CC-BY (i.e. attribution) licenses. It would be good to be able to accept these. However, there's no way that I see to provide an attribution, and any attribution would need to be available somewhere on WCIVF & candidates websites.

I saw the submission message for a photo for candidate https://candidates.democracyclub.org.uk/person/119068 had some views on the current options. The message was:

"I do not grant you copyright, but I do grant you licence to use the image for the purpose of displaying the candidate (me) on this website. As a professional photographer, I'm a little perturbed by these terms and conditions - no photographer would hand over the copyright to an image! Feel free to message me if you'd like some assistance in tidying them up."
