Candidate not up for election is shown as standing down

David Jones was elected for Pontefract South in 2019, so is not up for re-election until 2023.

@theobiddle marked him as not standing in https://candidates.democracyclub.org.uk/elections/local.wakefield.pontefract-south.2020-05-07/ which is correct, but this now shows as him standing down on his candidate page:

For elections by thirds/halves, the "standing down" designation should not be shown until we have knowledge of exactly when each councillor's term ends.
