[Bug]: Hovering a certain UI elements prevents keybinds on mouse actions from working

What are you trying to do?

I have ninjutsu bound to mouse5. I noticed my ninjutsu randomly not working during raids and I couldn't figure out why. Finally narrowed it down to it not working while I was hovering certain UI elements. As soon as I move my mouse off one of the elements, it works fine.

Party list debuffs, personal debuffs, target debuffs, focus target debuffs, target buffs, player buffs all seem to gobble my mouse input.

Mouseover mode is set to automatic.

What is the expected behavior?

I should be able to use my actions bound to mouse buttons while hovering buff/debuff elements.

What actually happened?

My actions bound to mouse buttons to not work while hovering buffs/debuff UI elements

Still an issue

Not a definitive fix but you can disable interaction from buff lists to prevent this issue from happening.
