Wflow currently downloads testdata in https://github.com/Deltares/Wflow.jl/blob/27c3160d01c1943283fe8b8e41e7fbbf87ef2f80/test/runtests.jl#L38 as well as in https://github.com/Deltares/Wflow.jl/blob/27c3160d01c1943283fe8b8e41e7fbbf87ef2f80/build/create_binaries/precompile.jl#L25

It would be good to deduplicate that
