Fixed Laser Carbine damage

About the PR

The laser carbine now does the intended 20 damage. Kudos to Max for finding this while dicking around in the dev environment.

Why / Balance

The hitscan prototype was that of the practice weapon. This is why it wasn't doing the intended damage. I didn't make a comment on the line because the upstream file for this is so far removed to how it is here that it kind of doesn't matter.

I thought I saw a laser carbine do 1 damage a couple days ago, glad someone fixed it
