About the PR
Due to the merge conflict stuff, it completely wrecked my old PR, and deleted the branch, so this is the new one.
Why / Balance
Glacier has many atmospheric problems, as well as missing a few key dept's such as a functional library and perma, this rework covers all the issues
Technical details
Changes to: Library is now moved below perma Perma is expanded and more "Homey" Medical Major Rework Armory is now in centre of security added another Epi Maints access in robotics Moved salvage completely to its own dock Added Genpop with perma expansion Tweaked AI turrets Expanded solars slightly to accommodate new medical and perma expansion

Our only suggestion is that you add like, a regular lightbulb in disposals instead of the red one so you can actually See in disposals. Other than that this looks pretty good!
