Glimmer Shader causes FPS drop on some systems

Description

Glimmer Shader causes FPS to plummet. Unsure the cause but it does. ~~Maybe add a way to disable the glimmer shaders?~~ (Nevermind, there already is, nice)

Reproduction Run game on either Linux, Vulkan, and/or AMD. idk. Hard to say.

Additional context Didn't have this issue on my last PC (Windows 10, DirectX, NVIDIA GPU) so I assume its one of those.

Can be disabled in settings under the delta-v tab.

Heya, Sadly due to how the shader works FPS will drop quite a bit. Due to this, there is a setting to disable the shader.

As this was known in the PR, I'll be closing this issue shortly

A workaround isn't really a fix though. It may be good to keep this open just in case someone else runs into this known issue.
