Syndicate comms console prints out fugitive report

Description

Literally what the title says.

Reproduction Spawn a fugitive while having a syndicate comms console, wait for report to print out.

Labelling this as level 4. I'm not sure if this is intentional for LPO's or if it is a bug, so documenting it as a bug for now
