Artifact nodes sometimes refuse to trigger

Description

Artifact nodes can randomly not trigger despite being given all required stimulus OR being splashed with artifexium. This is permanent, and that node will never trigger.

Reproduction Work on artifacts for a shift or two. It's seemingly random, but not uncommon for it to happen.

One of the things that happens is low pressure node and oxy-free node fights over priority and neither win. Most of atmos nodes fight over eachother.
