OOC for Patreons needed

This is a feature request, Ultimately we need a way to set OOC colors for the new patreon role, Wether that be automated with a discord bot checking for "Super Patreon Contributor" role, Or via an admin command that can be done manually.

I was informed that the framework is present in our codebase for a discord bot

There is also a implementation on another codebase that would need some slight changes ( as we do not want this available to all members, only Patreon members ) https://github.com/vermist-sector/vermist-dust/pull/12
