About the PR

Re-did the Anvil PR because I wanted a cleaner branch, I think. My old PR should be closed soon, if not immediately after this one goes up.

Anvil is an industrial station that accepts a population as low as 40. It has an Engineering-focus, with a more rugged appearance. It's built on an asteroid, and boasts large outdoor areas. Consider this station the second installment in the Elegance series or something. This PR also adds Anvil's respective evacuation shuttle, the NTES Hammerhead.
