tweak syndicate armor values
About the PR
Gave web vests 10% more heat damage to be more inline with other armor vests of 20% heat protection and made thermal suits cold protection to be the same with its heat protection stat
Why / Balance
You get MELTED if one officer has a energy gun and you decided to buy a web vest, it should still hurt you more than bullets sure but 10% just does nothing. Thermal suit cuz cold shouldnt do more damage than heat idk

web vests Heat: 0.9 value is now Heat: 0.8
thermal suit brute protection value for cold is now Cold: 0.2

Direction here, definitely not 3 days late :trollface: .
we would like to see the web vest changes and cold resist buff, however we feel the elite suit is in a decent spot right now and want the rest of the resistances to stay the same, along with the movespeed.
Keep cold res changes and web vest changes, get rid of movespeed and brute res buffs
