Vox Disaster Victims: Air isnt on by default

Description

The ghost role "Disaster Victims" (the one with the head of a department spawning in on an escape shuttle), if the species is Vox, then their air supply either isn't on them at all or isn't turned on by default leading to them dying before anyone can claim the ghost role.

Reproduction It should be easily reproduceable assuming "Disaster Victims" appears as a ghost role and the species is a Vox.

Additional context This Happened while the Role in question was a Mystagogue Vox so while this may not apply to other heads i can assume it would
