add ability to show config values

Show config values (#346) Update to BYOC: -show (non-sensitive) config values -handle different paths for sensitive and non-sensitive configs -updates to BYOC PUT, LIST, DELETE -Add GET to get config values -Rename *Secret functions to *Config functions -Update to protos files for changing *Secret to *Config
