Service upgrades trigger AI debugger

The AI debugger got triggered because of a TASK_DEPROVISIONING event, even though everything is fine. It's likely that the TASK_DEPROVISIONING is intended, as the old version of a task is spun down when the new one comes up.

@lionello it appears as if the service did not exit cleanly. Is the solution here to better identify that this is not a error condition itself? The AI debug seems to be more the symptom in that we incorrectly identify this as a deployment failure.
