Full enterprise features for home/homelabs/selfhosted

After a lot of great feedback from the community and a lot of requests from students/open source projects and homelab enthusiasts, we need to provide a way for them to have enterprise features.

Implement the following:

• enable all enterprise features by default
• require enterprise license if:
  • the number of active users will exceed 5 users (6+)
  • the number of devices exceeds 10 (11+)
  • the number of locations exceeds 1

This way, small companies, homelab enthusiasts can test and use our enterprise features.
