Design: device management

Right now any device is assumed to be a user device and users manage devices in their profile. So those are user "client" devices..

We need a section/module? to manage devices (stand alone) that are not user devices. For example we would like to have a remote router also to have access to a VPN. The question is do we manage this from a device list perspective? We have a list of devices and add them access to a VPN?
