Ability to assign a group to a user during the manual creation process

Is your feature request related to a problem? Please describe. Avoiding an extra step for the manual on-boarding process

Describe the solution you'd like When an admin create a user, he then need to edit manually the user to assign groups related to this user. However this could be done directly in the user creation dialog in the core (dropdown of groups to associate to this user).
