Describe the bug Creating empty GPG keys is possible.

To Reproduce Steps to reproduce the behavior:

1. Go to 'My Profile'
2. Click on 'Add new Key'
3. Select Key Type as GPG
4. Name: 'example' . Leave "Key" field empty.
5. Press "Add GPG Key"

Expected behavior Empty keys shouldn't be allowed

Additional context Setting titles as spaces also works. You can create GPG key with no key or title. (or SSH key without title)
