Design: Disable managing instances/tunnels in client

As an admin, I want to disable adding new instances in my organisation.

AC:

• Admin can configure defguard to disable adding new instances.
• When disabled users in their client apps can configure the initial instance only.
• They don't see the instances screen.
• The list of locations of the configured instance becomes their welcome screen.
• The user can reset the client app (results in deleting the configured instance) and get back to the initial configuration screen. @4lb Please provide design for the "reset".

Context: Add option in Enterprise settings: *Disable possibility to manage instances and tunnels in defguard client. When enabling this option the left panel will be disabled in the client - slimming it down for users.

@teon Should we allow the user to add just one initial instance and block adding additional instances? Or should a user have a preconfigured instance, and adding is blocked?
