cmd/trayscale: show more errors as toasts

Basically every error is currently just logged to stderr. This is fine, but can't be the only place it gets logged to. Some errors should also be displayed to the user as toasts, such as if the tailscale binary can't be found or the user isn't properly configured as the Tailscale operator.
