ARA V2 - Feature: Disable a project

Describe the solution you'd like Given the right roles, a user can disable/enable a project. If he is not allowed to do so, the button should either be disabled or hidden and the api should not accept its request.

A disabled project can be accessed but no operation (e.g. adding an execution, etc) can be performed (read only).
