State event is sent always on deploy even if "changed nodes only" mode is selected

I use "changed nodes only" mode for deploy but state machine sends current state even if it isn't changed

I think it could be related to "nodes-started" event processing when some other event should be chosen as a start moment

I think this might be related to the _msgid property of incoming messsages
