Make the blogs list sticky on top

Currently, the blog list scrolls along with the rest of the page content. To improve user navigation, we want to make the blog list sticky so that it remains visible at the top of the page while the user scrolls through the blogs. This will make it easier for users to browse through the content without having to scroll back up.
