Can't see WiFi channels 12-14

With the ROM my SM-A500F can see only channels 1-11. It's correct for USA standards, but it's wrong for EU/RU/JP.

I've had the same problem on a public spot. My girlfriend was spotting the spot and I could not see the spot. Probably the problem would be this. I'm in Europe.
