Cannot make shortcut with Meta key

Go to Preferences/Shortcut

What's going on? Describe the problem in as much detail as possible.

I cannot set Meta+Ctrl+P as shortcut. All I get is Ctrl Meta_R At foobar it was possible.

@kuba160 When I asked you on Slack, it sounded as if this was a GTK bug on Windows, which means it won't get fixed on our side?

I don't know how modifiers in hotkeys plugin work, does it have some list of what keys are used as modifiers?
