Modify MySQL source/binary version check to take into account MYSQL_VERSION_EXTRA

This would cause a false mismatch between MySQL source and Binary versions where MYSQL_VERSION_EXTRA was set. We are likely to start using this for Percona Server and Oracle use it for things like 5.5.25a.
