Ability to change masternode operator - particularly important when using timelocks

Masternode owners should be allowed to change operators & owners.

This feature has been disabled in 2.2.0, what's the technical reason behind this please? Is it safe to downgrade ownernode to 2.1.0 to perform the updatemasternode command?

Is this feature still being considered for next fork? If not, would it be possible to hardcode a specific MN update on the fork?

Does the absence of this fix/feature in changelog for 2.7.0 on testnet mean that this has been omitted for the next hardfork?
