Data paths are hardcoded in config.py

RIght now the paths to training data and pretrained models in config.py are all hardecoded, fully-qualified paths for user /home/ddegeus/ [eg].

This could would benefit others if there were a utility users could use to download the cityscapes dataset, resnet model, and other needed dependencies...
