Implement pageup and pagedown on filters page

Complete the _skip_to_next_page implementation so that pageup and pagedown work the way they do in other programs on the filters screen.

Extension of a prior resolved issue. You can test for yourself to see that this isn't done yet. Pull request that resolved the earlier pull left empty functions to fill in to complete the functionality.
