[ENHANCEMENT] Feature to swap joy cons in the list

So I set up the mappings for joy cons in Dolphin emulator, and when I connect the devices to PC later in the R-L order, the sticks mappings will be swapped, i.e. left stick would be mapped to the right stick, and vice versa. To work this around, I disconnect both and connect them again in the L-R order.

The order also persist if I reconnect the right joy con, so I'll have to reconnect both to make the right order.
