I might have your solution: I had the same issue using google clod shell I switched to my linux dist (parrot OS) and found out that everything was working there They might have blacklisted the google cloud shell ip addresses so: you just have to use a normal linux distribution everything should work there

apparently instagram blocks some google cloud shell ip addresses because other people have used them. so a "normal linux distribution" should work.

just search"linux on a vm" on youtube and follow one of those for linux installation. if you want to test it out and keep windows and everything else on your main system intact.
