ECSO_00001157, ECSO_00001193 (Identity and Name) need a standard

class had included axiom "measuresUsingStandard only 'count unit' ". but this is wrong, and will be removed. but it should have a proper standard.

Eg, it's child tag number is a type of name, not a quantity. Is the standard for type of name "CagetoricalStandard"? OBOE documentation is not clear.

same axiom was applied to class ECSO_00001193 "Name"
