[Bug] [Module Name] flink1.18.1 dinky1.20. flink-session starts the session cluster, but checkpoint cannot be started.

启动日志正常，往这个session上提交任务，任务设置checkpoint ，均无效，切回dinky1.10版本任务正常

state.checkpoints.dir is the save path of checkpoint, but not restore configuration.

重试多次启停session和dinky ,还是一样。按道理任务里面配置了checkpoint的相关属性，即使flink-conf配置没有生效，也应该可以正常checkpoint才对。
