[Bug] FlinkJar allowNonRestoredState not work

What happened

我FlinkJar任务开启了 忽略未声明状态(allowNonRestoredState)，但是并没有生效。Flink客户端手动提交指定 --allowNonRestoredState 程序可以正常启动，Dinky 的 Web 操作会报错如图：
