Mining testnet to have:

Distribute 30% of total supply to be fully-diluted/full-unlocked and split into multiple accounts of the DAO Treasury Unlocked Reserves (ready to be claimed manually as mining speed boosts for token mining/signalling by the public through the DAO)
Published on Polkascan with ability to view that 30% of total supply is held by the DAO
Remaining 70% of the total supply to be available as staking rewards (for running a collator node, or nominating)
Ability to lock testnet MXC and IOTA tokens
GUI shall be the Polkadot.js Apps
