Building on the great work of @jake-scott in #1328, try to address the comments, add some tests, and squash some minor bugs

Add examples for creating service account and app keys for service account

Create function for buildDatadogUserV2UserRelationships

Add acceptance tests for Datadog User and Application Key (including force new)

Ensure that conflicting user account search respects service accounts

Record Datadog user tests
