ci: migrate end-to-end images to golden path runners

Motivation

Migrate off runner:docker and runner:main.

Changes

The generate_system_tests_end_to_end_images and check_merge_labels jobs perform container image builds. Building Container Images on Kubernetes can be done on kube runners (e.g. arch:amd64).

Workflow

1. ⚠️ Create your PR as draft ⚠️
2. Work on you PR until the CI passes
3. Mark it as ready for review
   • Test logic is modified? -> Get a review from RFC owner.
   • Framework is modified, or non obvious usage of it -> get a review from R&P team
