Scripts to update and check versions of the python base images

Motivation

There are many places where the python base images are referenced and manually incrementing versions is tedious and error prone. Those scripts should help to make it easier.

Changes

Adding a script to sync the versions to the ones used in the docker build commands in build_python_base_images.sh. And another one to check the update.

Workflow

1. ⚠️ Create your PR as draft ⚠️
2. Work on you PR until the CI passes
3. Mark it as ready for review
   • Test logic is modified? -> Get a review from RFC owner.
   • Framework is modified, or non obvious usage of it -> get a review from R&P team
