New technique: Resetting or creating windows account

What does this PR do?

• add new technique: Resetting or creating windows account

Lateral movement to any windows instance. This will resetting the account to random-generated password. If the account didn't exists then this will create new account.

Motivation

This technique is developed as part of Grab's purple teaming activity and we want to share it so more people can get the benefit.
