What does this PR do?

A new column was added to the ddev template as requested by Ecosystems.

Behavior changes: Nothing to existing metadata.csv. The check for the column is optional. It will accept it if it's there but otherwise it will still pass if it's missing.

The --sync option will automatically add the column if it's absent to the end if it's absent.
