add new overview dashboard for kong openmetrics version

What does this PR do?

This creates a new overview dashboard for the kong integration, OpenMetrics version. This PR will also rename the current overview dashboard from Kong Overview to Kong Overview [Legacy] to differentiate between the two dashboards.

Motivation

https://datadoghq.atlassian.net/browse/AI-2491 We didn't have an OOTB dashboard for the OpenMetrics version of Kong.
