DOCS-12904 remove Fed caveat in Okta SAML instructions

What does this PR do? What is the motivation?

A support engineer noticed that the Datadog Okta app now appears to work in GovCloud. Remove the alert in the SAML setup instructions telling GovCloud users to use the legacy setup instructions.
