[DJM Databricks] Add link to Configuration page in Validation section

What does this PR do? What is the motivation?

DJM now has a Configuration page that displays more information about unconfigured Databricks jobs. This PR highlights the new page in DJM's public docs as a way to validate and troubleshoot a customer's Databricks configuration.
