chore: update django latest version to 5.2.3

Update django lockfiles and dependency package lockfiles. This performs the following updates:

1. Some django lockfiles use django latest. This will update django and dependencies.
2. Some django lockfiles use a pinned (non-latest) version of django, but require the latest version of another package. This will update all such packages.
