Admin permissions

As an admin of the jobs that are running in my job manager, I have complete control over my jobs that are running. For example, I can make permanent changes to the jobs like aborting and changing labels on the jobs.

This is the existing functionality, but within Job Manager there is no other tier of permissions. If you are a reader on the job as registered in SAM, I think you would not be able to abort it, I'm not sure what the error flow is like there, though. I'd imagine a user wanting to be able to know what permissions they have on each job from within the JMUI. Whether we want users to be able to control the permissions they have from within the UI is a different story and seems like a much larger use case. @ruchim may have some thoughts on how to tier this. I'd imagine the minimum would be that a user doesn't have the abort option when they don't have permission, or the change label option when they don't have write permission for that job.

I think this ticket may have been with a couple other permission related ones like "read only permission", which was aimed at users like GP project managers who may want to see what's happening with their samples but shouldn't have control to abort or change anything like Ops would.
